Hazard Mitigation Grant Program Funding


Pursuant to Executive Order 11988 (Floodplain Management), 11990 (Wetlands), and Federal Emergency Management Agency’s (FEMA) implementing regulations at Title 44 of the Code of Federal Regulations Part 9, FEMA hereby provides final notice of its decision to provide Hazard Mitigation Grant Program funding for an action located in a floodplain and wetland. Funding would be provided through Massachusetts Emergency Management Agency to the Town of Adams to replace a severely dilapidated culvert.

The action is to replace a dilapidated culvert located on Jordan Street in Adams, MA. A new concrete box culvert would be installed adjacent to the existing culvert. The new culvert would   provide protection from a 50-year storm event and improve hydraulic conditions. The existing culvert would be demolished in place and the area filled. Approximately 2,400 SF of ground disturbance would occur.  

The project is within a mapped special flood hazard area (100-year floodplain) and mapped riverine wetland. Water would be temporarily diverted during construction. Disturbance to ground, vegetation, and stream flow would be temporary and mitigated through erosion control techniques. A map of the area of available upon request.

The project must be in a floodplain/wetland to replace the function of the existing culvert. Five solutions were considered, including two alternatives to repair the existing culvert and three culvert designs. The preferred alternative is a larger design with an improved inlet to carry an increased capacity. It would not cause negative impacts downstream and would provide upstream benefits. Grant conditions will require compliance with all federal, state, and local laws including permitting from U.S. Army Corps of Engineers and MA Department of Environmental Protection.
